Finding accommodation is an important step in your arrival. Here are some explanations and solutions for accommodation in France.
 
How do I find accommodation in Perpignan?

To help you settle in Perpignan, CUEF informs you of your options and guides you through the process.
 
We suggest several types of accommodation for your studies:

  • Accommodation in a university residence (CROUS)
  • Accommodation in a private student residence
  • Accommodation with a host family

For the attention of students wishing to live in a hall of residence: the CROUS is an administration independent of the university. You must apply directly to CROUS for accommodation. You will find a description of university rooms and the procedure to follow when making your request in the accommodation section. Please note that places in university halls of residence are limited and it can take some time to find accommodation. We advise you to start the process as soon as possible.

If you are unable to find the accommodation of your choice, our Welcome and Accommodation Officer can help you find temporary accommodation (hotel, youth hostel, host family, etc.). If you would like to stay with a host family, we will guide you step by step and put you in touch with your future host family.

Student accommodation

The university residence is located inside the university campus, guaranteeing total security for students. The CUEF is less than 10 minutes' walk from the campus.
To reach the Cité Universitaire by public transport, take bus lines A, C, 13 - “Campus” stop, and line C - “Cité Universitaire” stop.

Several types of accommodation are available in the halls of residence:
9 m² room with bathroom (shower, washbasin, WC), refrigerator, single bed. Sheets, pillows and crockery not provided.
Studios (14m²) and T1bis (25-30m²) in the hall of residence. Services: shared kitchen, access control, WIFI. 8 rooms for people with reduced mobility. Monthly rent: €248.71

CROUS residences have a limited number of apartments. Priority is given to French students with grants. It's possible that you'll get a place, but the CUEF cannot guarantee it.
Accommodation in a private hall of residence

Close to the university campus or accessible by bus, the following residences provide furnished and fully-equipped studio flats from 16 to 21m², in secure buildings offering a range of services: reception, wifi, laundry, common areas...

Please note that there are other student residences in Perpignan, and we are giving you these addresses as a suggestion. CUEF has no way of guaranteeing you accommodation in these residences.

Host family accommodation

The best way to enjoy a totally immersive and culturally enriching experience!
CUEF host families are carefully selected. They'll share their daily family life with you, introduce you to French culture, show you around the region and make sure you integrate smoothly into your new environment.

Accommodation is located in Perpignan or its inner suburbs. For accommodation further out, the university is always accessible by bus.
Single room, furnished with a bed, desk and storage space. Access to the entire house. Rates: €30/night (rate includes: breakfast, evening meal, water, electricity, Wi-Fi connection).

Find a guarantor / the Visale guarantee

In order to sign a rental agreement, your landlord will ask you to provide one or more guarantors. A guarantor (or surety) is a person who acts as your guarantor and undertakes to pay your rent if you encounter financial difficulties. In the vast majority of cases, landlords require the guarantor to reside in France. If you do not have family or relatives living in France and you are under 30 years of age, you can use the VISALE scheme.

The Visale guarantee is a free guarantee offered to tenants by Action Logement. It covers the payment of rent and damage to the main residence in the event of tenant default.
Where applicable, Action Logement reimburses the landlord. The tenant must then repay Action Logement all sums paid on their behalf to the landlord, according to a repayment schedule tailored to their financial situation.

Apply for your Visale guarantee 

If you are over 30 years old or are not eligible for VISALE, you can use the Unkle or Garantme schemes.

Please note: these schemes are subject to a fee and are not accepted for CROUS accommodation.

Housing payments

Foreign students with low incomes may receive housing benefit (APL) while studying in France.
If you are eligible, these allowances can help you pay for part of your rent. The amount you receive depends on your financial resources, the cost of your rent and the number of people living in your home.
The organisation that manages APL, the Family Allowance Fund, is an administration independent of the university. We have no means of expediting your application or informing you of its status.

To apply, you must:

  • Live in France
  • Have a valid residence permit
  • Be enrolled at a French university

Housing allowances are backdated: if your application is approved, you will receive the allowance as a refund for the months from the date your application was received. After that, you will receive the allowance monthly until the end of your stay.
The process of obtaining an allowance can take several months. You will have to pay your rent in full until your application is approved.

Once you have enrolled at UPVD, you can ask the Welcome Desk to help you apply for housing assistance.

If you live in CROUS university accommodation and receive an allowance, it will be deducted from your rent.
If you live in another type of accommodation (private student residence or shared accommodation), you will have to pay your rent in full and will receive the allowance as a reimbursement.

Water, electricity and gas

You must set up water and electricity/gas meters before or as soon as you move in. Once you have chosen a supplier, simply inform them of your move-in date so that the service can be set up.
Depending on the type of accommodation you are moving into, you may not necessarily have to take these steps.

  • In residences managed by CROUS: You do not need to sign a contract with a utility provider, as the cost of water and electricity consumption is included in your rent.
  • If you live in private rental accommodation: your water and electricity/gas bills may either be included in your rental charges (they are included in the rent) or be covered by a contract with a service provider. If these charges are not included in your rent, it is your responsibility to contact a service provider and sign a contract.
  • If you live in a private individual: The person you are staying with will already have signed contracts with suppliers, so you will not need to do so yourself. However, you will have to pay a flat rate for electricity/gas and water. This flat rate must be mentioned in your tenancy agreement.
